{"id":3449,"date":"2026-09-11T08:55:34","date_gmt":"2026-09-11T05:55:34","guid":{"rendered":"https:\/\/sng35.e-cis.info\/?page_id=3449"},"modified":"2026-09-11T14:07:26","modified_gmt":"2026-09-11T11:07:26","slug":"ensuring-quality-of-life-in-the-cis","status":"publish","type":"page","link":"https:\/\/sng35.e-cis.info\/?page_id=3449&lang=en","title":{"rendered":"Ensuring Quality of Life in the CIS"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Ensuring the citizens\u2019 right to a decent standard of living has traditionally occupied a central place in the CIS countries domestic policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2021, the CIS Economic Council approved a new social policy instrument \u2013 the <a href=\"https:\/\/cis.minsk.by\/reestrv2\/doc\/6492#text\">Quality of Life Standards<\/a>. The Commonwealth states were invited to assess the overall well-being of people and their living conditions across eleven areas:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>well-being;<\/li>\n\n\n\n<li>social protection;<\/li>\n\n\n\n<li>health;<\/li>\n\n\n\n<li>education;<\/li>\n\n\n\n<li>housing;<\/li>\n\n\n\n<li>quality of goods and services;<\/li>\n\n\n\n<li>ecological situation;<\/li>\n\n\n\n<li>legal protection;<\/li>\n\n\n\n<li>culture;<\/li>\n\n\n\n<li>sport;<\/li>\n\n\n\n<li>tourism.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Relevant ministries and agencies, as well as sectoral cooperation bodies, were recommended to take the target indicators of the Standards into account when preparing various national conceptual programmes and documents, regulatory legal acts, as well as when drafting multilateral documents of the Commonwealth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This document adoption became an important step in ensuring the CIS sustainable development and meeting the needs of the population in line with the economic capacities of the member states. At the same time, it was intended to develop the Commonwealth countries\u2019 own objective criteria for assessing the quality of life of their population, in contrast to international methodologies that rely to a significant extent on subjective indicators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of developing the Quality of Life Standards is also to determine a sufficient level of state guarantees and to set benchmarks for the socio-economic policy of the Commonwealth states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the global economic instability and sanction pressure, the established target indicators are strictly observed by the CIS countries. They also manage to raise the level of material well-being of the population and the quality of social services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the report of the CIS Interstate Statistical Committee entitlede The Socio-Economic Situation of the Commonwealth of Independent States Countries in 2025, by the end of the year, the growth in household monetary incomes was recorded in virtually all the CIS states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The highest rates of real wage growth were recorded in the Republic of Tajikistan \u2013 15.8% \u2013 and the Republic of Uzbekistan \u2013 10.8%. Significant figures were also demonstrated by the Kyrgyz Republic (9.9%) and the Republic of Belarus (9.0%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The growth in pensioners\u2019 incomes, adjusted for the consumer price index, is also observed in most Commonwealth countries. The most notable rates were recorded in Azerbaijan, Belarus, Tajikistan and Uzbekistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CIS countries remain committed to developing their social infrastructure. This concerns the construction and commissioning of education and healthcare facilities and other social institutions, which underscores the state policy social orientation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further regulatory and legal work in the field of the Quality of Life Standards continues in connection with the CIS states plans to declare 2028 the Year of Social Development and Quality of Life. The initiative on this thematic Year belongs to Kyrgyzstan.
