has-small-font-size wp-block-paragraph">IV International Youth Environmental Education Forum of the Union State.
Brest, May 16, 2025.

The theme of environmental cooperation runs like a red thread through a number of strategic documents of the Commonwealth of Independent States: the Concept for Further Development(in Russian) and the Strategy for the Economic Development of the CIS (in Russian), as well as the Concept for Coordinated Social and Demographic Policy(in Russian) , the Convention on Cross‑Border Cooperation(in Russian), the Interstate Programme for Innovative Cooperation(in Russian), and other core documents of the Commonwealth.

In the Statement on Cooperation in the Climate Sector(in Russian), adopted by the Council of Heads of State of the CIS on October 14, 2022, the Commonwealth countries leaders reaffirm the importance of joint efforts to exchange experience in the field of environmental protection, the salvation and restoration of ecosystems, the preservation of biological diversity, sustainable land use and forest resource management, and the prevention of land degradation and desertification.

Among the specific initiatives is the Concept of Cooperation in the Field of Hazardous Waste Management and the Elimination of Sites Causing Environmental Damage (in Russian), approved by the CIS Council of Heads of Government in May 2024.

In accordance with this Concept and the Plan of Priority Measures (in Russian) for its Implementation for 2024-2029, the Public Council of Russian Unitary Enterprise “Federal Environmental Operator” (FSUE “FEO”), the CIS basic organization, has developed roadmap proposals for the cooperation in the field of hazardous waste management and the elimination of accumulated waste harm to the environment. In June 2026 FSUE “FEO” submitted a draft Program for the Safe Management of Unsuitable Pesticides on the Territories of the Participating States to the CIS Commission on the Use of Nuclear Energy for Peaceful Purposes. The document has been approved and is to be adopted by the highest bodies of the Commonwealth.

The program, designed for nine years — from 2027 to 2035, will make it possible to establish a unified approach to handling unsuitable pesticides in the CIS countries, to raise the level of environmental safety, and to accelerate the elimination of facilities that pose a threat to the environment and human health. The main result will be a systematic solution to the regional problem of unsuitable pesticides.

The program implementation strategy envisages a full cycle of work. It includes inventory and maintenance of the register of facilities, their classification, implementation of primary safety measures, such as the removal of contaminated soils, waste repackaging, transportation in accordance with the requirements of the Basel Convention, neutralization using the best available technologies, and final disposal of the facilities.

A multi‑level management system is provided for the implementation of the Program. Then strategic coordination will be carried out by the Russian State Corporation “Rosatom” and FSUE “FEO,” which are responsible for maintaining the common register, developing technologies, and providing the necessary equipment. The interstate level will be represented by an international project office, which will ensure the synchronized work and control of deadlines. At the national level, project offices are planned to be established in each of the nine CIS countries; these offices will be responsible for implementing the measures on the ground.

Based on the review of the draft Program, a collection of proposals for the document will be carried out from the participants of the relevant working group. It is also planned to hold a final discussion of the draft Program in 2026 and to develop a roadmap for its implementation.

#foogallery-gallery-2545 .fg-image { width: 300px;
