CIS Heads of State Adopt Decision on Promoting Positive Image of CIS and Its Member States

The Decision on Measures to Promote a Positive Image of the Commonwealth of Independent States and Its Member States in the Information Space was adopted at the meeting of the CIS Heads of State Council held in Turkmenistan on October 9, 2026.

The initiative to develop the document came from the Republic of Tajikistan. It is based on the provisions of the United Nations Charter and the CIS Charter and universally recognised principles and norms of the international law, including the respect for sovereignty, non-interference into the internal affairs of states, the development of good-neighbourly relations and mutual trust among the CIS member states.

The document aims to develop coordinated approaches among the CIS member states to preventing actions in the information and digital space that could damage the image of the CIS and its member states. It also seeks to promote reliable information policies, the media literacy and the constructive information interaction.

The Decision provides for measures to protect the image of the CIS and its member states, to mutually assist in promoting a positive image of the Commonwealth, to refrain from disseminating information that could create a negative public perception of the CIS and its citizens, and prevent the spread of content calling for radicalism or inciting ethnic or religious hatred.

The adoption of this Decision will strengthen the information resilience of the CIS member states, foster the dialogue based on trust and respect in the information space, and protect the international standing and positive image of the Commonwealth of Independent States amid global digitalisation.
