Youth cooperation is a whole system of initiatives that help young people from the Commonwealth countries to get to know each other, share their experiences and implement projects together.
It is carried out in bilateral and multilateral formats in accordance with the goals and objectives set out in the Agreement of the CIS Member States on Cooperation in the Field of Youth Work dated 25 November 2005 and the Strategy for International Youth Cooperation of the CIS Member States for the period up to 2030.
The main goals of youth cooperation in the CIS are to create conditions for successful self-realization, socialization, and comprehensive development of young people, as well as to use their potential to strengthen friendship, mutual understanding, and cooperation among the member states of the Commonwealth.
The importance and relevance of youth cooperation within the Commonwealth is evidenced by the adoption in 2022 by the Council of CIS Heads of Government of the Decision on the International project “CIS Youth Capital”. For the first time, this status was awarded to the city of Tashkent (Republic of Uzbekistan) in 2024, to the city of Gabala (Republic of Azerbaijan) in 2025, and to the city of Kapan (Republic of Armenia) in 2026.
The forms of youth cooperation within the CIS are constantly evolving. The “100 Ideas for the CIS” project, which started in 2018, has gained significant popularity. Young people are actively involved in the Delphic Games of the CIS countries, sports, volunteer, and environmental activities, as well as cultural and educational events.
Traditional forms of cooperation are constantly supplemented by new formats and long-term projects. A significant event in this regard were the Commonwealth Youth Cyber Games, which became an indicator of the level of socio-economic development and scientific and technological progress in the CIS region.
The CIS Council for Youth Affairs plays a truly leading role in the large-scale and multifaceted interaction of young people. The Federal State Budgetary Educational Institution of Higher Education “MIREA – Russian Technological University” provides significant assistance to the Council, while the Federal State Budgetary Institution “Russian Center for Assistance to Young Specialists” supports the development of youth entrepreneurship. These institutions regularly organize international youth events and participate in active international exchanges. Their specialists conduct training seminars and patriotic education programmes. Recently, the idea to re-create student construction teams gained popularity.
Youth cooperation in the CIS is seen as a necessary condition for strengthening the close ties that have long existed between the Commonwealth states, as well as a guarantee of the stability for future integration efforts. In his assessment of the extensive forms of multifaceted cooperation that unite the younger generation of the Commonwealth countries, CIS Secretary General Sergey Lebedev notes that young people have not only preserved the good traditions of the previous generation, their sense of friendship and mutual understanding, but have also infused them with new meanings focusing on creation and progress.
