Food security is a priority area of cooperation among the CIS member states. Within the framework of the CIS, joint actions are actively coordinated and efforts are pooled to stabilize and ensure the sustainable development of agroindustrial production and markets for agricultural products and food. A number of sectoral councils in the field of agriculture are also successfully operating.
The key document in this area is the Concept for Improving Food Security of the CIS Member States, adopted in 2010. It views food security as an integral part of the CIS member states economic security, a key factor in preserving their statehood and sovereignty, a crucial component of the life support system and demographic policy, and also a necessary condition for maintaining health, ensuring physical activity, longevity, and a high quality of life for the population of each state.
The importance of ensuring food security for the CIS is evidenced by the declaration of a corresponding thematic Year in 2011. During that period, a wide range of tasks, related to improving the efficiency of production in the agricultural sector, strengthening the material and technical base of agricultural production and the processing industry, was addressed. The scientific and practical achievements obtained during the year formed the basis for further plans and efforts to improve food security across the Commonwealth.
Over the past five years the following documents have been prepared and adopted:
In October 2023, President of Uzbekistan Sh. Mirziyoyev proposed to adopt a Programme for Cooperation in the field of ensuring food security among the CIS Member States. Based on this initiative, the Uzbekistan Ministry of Agriculture prepared a draft Programme and a Plan of joint activities for its implementation.
The work on a draft Agreement on Expanding Mutual Access in the Field of Public Procurement of Agricultural Products is also currently underway. The document was developed on the initiative of the head of Uzbekistan voiced at the meeting of the Council of Heads of State on October 10, 2025.
The draft Agreement provides for possibility of further expanding mutual access to the public procurement, reducing technical and administrative barriers to trade, ensuring equal conditions for the competition and stabilizing the agricultural products supply within the Commonwealth.
Both projects received the positive feedback in the CIS countries and the relevant departments of the Commonwealth’s Executive Committee. They are expected to form the foundation for a larger document tentatively titled “CIS Food Security Concept — 2030” and to serve as a roadmap for the Commonwealth sustainable food development in the coming years.
These documents will create the conditions for the uninterrupted supply of a high quality and necessary volume of food products to the CIS member states population. The Commonwealth agricultural sector will have the opportunity to demonstrate its ability to guarantee food security within the region and to claim leading positions on the global scale.
