The energy sector of the CIS member states is distinguished by a number of unique advantages.
The Commonwealth countries inherited from the USSR a reliable, well‑developed energy infrastructure, as well as joint industrial, scientific, and human potential.
Over the past decades, the existing facilities have been extensively modernized, and new ones have been put into operation. The common electricity market has been created within the CIS space. Thanks to this, the energy sector of the organization demonstrates steady growth every year.
The use of nuclear technologies makes a significant contribution to the development of the CIS states economies. Nuclear power plants are operating or under construction in Russia, Armenia, Belarus, Kazakhstan, and Uzbekistan. The Global Nuclear Forum, which took place in Moscow on September 25, 2025, highlighted the high level of energy security in the CIS region, with a fairly large share of nuclear energy in the total balance, and the significant reserves for its development.
Nuclear energy is viewed by the CIS countries leadership as a promising area in terms of maintaining energy stability and security, and it is the main vector of cooperation in this field. In October 2025, the Declaration on Cooperation in the Field of Ensuring Regional Energy Security (in Russian) was adopted; it was initiated by the Russian side.

In order to create conditions that ensure energy security and the international competitiveness of the Commonwealth countries, in May 2024, the CIS Council of Heads of Government adopted the Concept for Cooperation in the Energy Sector for the period up to 2035 (in Russian). The Concept is based on the priority of the long‑term social and economic interests of the CIS countries and reflects their consolidated position on the goals, objectives, principles, mechanisms, and main areas of the cooperation in this field.

International Conference “Final Isolation of Radioactive Waste – a Key Element for the Safety and Sustainable Development of Nuclear Energy.”
Kazakhstan, Kurchatov, July 21–23, 2026.
The CIS member states strive to ensure energy security, develop market mechanisms, foster the industrial cooperation, and create the necessary conditions for the energy sector developmen. The cooperation in this sphere is one of the most important areas in the context of decarbonizing the global energy balance and increasing the requirements for the environmental friendliness of energy systems.
68th meeting of the CIS Electric Power Council.
Kazan, April 2, 2026.
In 2025, as part of the Plan of Priority Measures for the implementation of the Concept (in Russian), the CIS Electric Power Council has started work on a Strategy for the Development of the Commonwealth’s Fuel and Energy Complex. The Strategy will be designed for the period up to 2035 (with the prospect of its extension up to 2050). This document will determine the future of the energy sector in the CIS countries for decades to come. It will create additional mechanisms for the growth of the energy sector and effectively respond to challenges affecting the fuel and energy complex and requiring coordinated efforts of the Commonwealth countries.
