In 2021-2025, the CIS continued to strengthen mechanisms for its joint counteraction to traditional and new challenges and threats, such as terrorism, extremism, transnational organized crime, the legalization (laundering) of proceeds obtained by criminal means, the use of information and communication technologies for criminal purposes, the illegal trafficking of narcotic drugs, psychotropic substances and their precursors, firearms, ammunition, explosives and explosive devices.

The information exchange on combating crime continued in the CIS member states. It includs the facts of entry/exit, possible locations and travel routes of leaders and members of organized criminal groups; about individuals who are fleeing justice for crimes of an extremist and terrorist nature, as well as those who are wanted for their participation in combat operations as part of international terrorist organizations; about illegal migrants and individuals whose entry into CIS member states is prohibited in accordance with their national legislation, as well as about identified channels of illegal migration.
In these conditions of a close intertwining of challenges and threats of a criminal nature, as well as a decline in the effectiveness of international security systems, the states of the Commonwealth are focusing their attention on strengthening the foundation of solidarity and upholding the concept of common, comprehensive, and sustainable security in the priority areas of cooperation, including the law enforcement sector.
